Constitution Kingdom of Riboalte

INTRODUCTION
On July 22, 1999, to give the Kingdom of Riboalte Constitution. And the nation Kingdom of Riboalte to date of 22 of July of 2002, by absolute majority of its citizens and in exercise of its sovereignty ratifies the following new constitution

TITLE FIRST
Of the Kingdom of Riboalte

1. - the political form of the Kingdom of Riboalte (also denominated State of Riboalte) is the Monarchy.

2. - The fundamental values of the State of Riboalte are: freedom, equality and justice

3. - the State of Riboalte is formulated at the moment of its constitution the following objectives:
a) To keep, to protect and to harness the culture and traditions of the Kingdom of Riboalte
b) Defender the freedom of the individual
c) Promoure the Justícia and the Equality between individuals and nations
d) Study of the languages, culture, languages and philosophies of the antiquity
e) To favor the free circulation of the information in favor of the development of the individual and the society.

4. - the official languages of the Kingdom of Riboalte are Castilian and the Catalan. The English will consider official with respect to the international relations.
He will foment himself in the citizens of the State of Riboalte, always within the scope of the respect to his individual freedom, the study and learning of the Latin, the Esperanto and the Greek.

5. - the flag of the State of Riboalte is formed by the Red Cross. Leaving four squares, those of the superior part are narrower than those of the inferior one. And the squares of the left of size superior to those of the right. All the squares are black with the exception of the left superior square that is of yellow color.

6. - the Real Cuts are the expression of the political freedom. The King and the rest of noble form Real Cortes. Their structure and operation have to be democratic and affection in this constitution.
The property to Real Cortes, as well as the exit of the same ones is exercises of the freedom of the noble and the King.

7. - the Kingdom of Riboalte is Catholic, Apostolic and Romanesque. The citizens of the State of Riboalte have absolute religious freedom whenever the exercise of its faith does not imply annoyance or damage for the rest of the citizens or general the public good.

8. - the State of Riboalte will always dictate and interpret its norms in agreement with the Universal Declaration of Human rights.

TITLE SECOND
Of the Citizens of the State of Riboalte

9. - The gentilicio that makes reference the citizens of the State of Riboalte is Riboaltenses and this way it will appear in all the official documents in which one gentilicio is used to talk about to such.

10. - the citizenship of the Kingdom of Riboalte will gain or lose according to the established one within the following constitutional aspects:
a) Two types of citizenship exist: Citizens and Citizens of Right Plenary session. No person had by culprit or to whom she is being judged (except for its later acquittal) by the crimes of maltratos, tortures, terrorism, genocide and lack of respect by the human rights, as well as the other crimes that can appear in a future Civil Code, will be able to obtain low the no concept of citizenship in the Kingdom of Riboalte.

b) the condition of Citizen is obtained by means of nationalization, previous request on the part of the citizen future, or by means of birth in territory of the Kingdom of Riboalte.                     

c) the condition of Citizen of Right Plenary session is reserved for the Citizens whom contribute of special form, or by economic conjuncture or of form continued in the time, to the good operation and development of the Kingdom of Riboalte or to the culture in general. This condition cannot be asked for being granted by the representatives of the Kingdom of Riboalte.

d) a future Civil Code if it is necessary will indicate the rights and duties that each type of citizenship grants.
 

11. - the citizens of the Kingdom of Riboalte must right to freely express and without fear to no type of retaliation their opinions. Also the moment and the place will be able to meet freely at that wish whenever that does not bring annoyance for its convecinos.

a) the condition of Citizen of Right Plenary session is reserved for the Citizens whom contribute of special form, or by economic conjuncture or of form continued in the time, to the good operation and development of the Kingdom of Riboalte or to the culture in general. This condition cannot be asked for being granted by the representatives of the Kingdom of Riboalte.

b) a future Civil Code if it is necessary will indicate the rights and duties that each type of citizenship grants.

12. - the Riboaltenses will be able to have multiple nationality. The double nationality with the macrostate will be recognized automatically from which they come. For cases of double nationality or multiple nationality with another microstate the revision of each case will rely [ 1 ] on the established one in international deal with other microstates. Of not existing international deal with the microstate at issue the rules of the reciprocity will be observed.

13. - the institution of the marriage is recognized, or civilly (relying on the established one in a future civil code) or very denominationally in anyone of the religiones/creencias practiced by the citizens of the Kingdom of Riboalte.

14. - The Riboaltenses citizens see guaranteed by the State the rights honor and the personal privacy. In the same way the address of the Riboaltenses citizens is considered inviolable except for effective judicial order in opposite sense.

15. - the Riboaltenses citizens see guaranteed their participation in the operation of the institutions of the state and government by means of  agreed [2 ]proposal  or the noble chosen by the King.

16. - the Riboaltenses citizens have possibility of exerting the right of petition of individual form or collective, directed always in writing to the corresponding institutions and in the form that the regulations (if they exist) of the mentioned institutions he indicates.

17. - The Riboaltenses citizens have right to being informed, as soon as possible and according to the courses settled down for that, when they ask for information on the development of the Kingdom of Riboalte or questions of interest for the citizenship, as well as are informed precise and without delay when it happens some fact of interest for the citizenship.

18. - the Riboaltenses is considered of legal age to the eighteen years.
 

TITLE THIRD
Of the Foreigners and the Kingdom of Riboalte

19. - The foreigners (with the express authorization of the control systems) will enjoy the same public liberties that the Riboaltenses.

20. - The foreigners who incur some of the conditions that they prevent to obtain the citizenship in the Kingdom of Riboalte will be considered people non-you burnish in the territory of the Kingdom of Riboalte.

TITLE FOURTH
Of the monarchy of Riboalte

21. - The King is the Head of the State of Riboalte and the highest representative of the State in which to international relations he talks about (Secretary of State). And will the treatment of His Highness Royal Serene (H.H.R.S).

22. - the title of the King will be the one of King of Riboalte. The first King of the Kingdom of Riboalte was Emili I (crowned the 22 of Julio of 1999, Santa Maria Magdalena pattern of Riboalte).

23. - The Territory of the virtual State of Riboalte (the Kingdom of Riboalte) is property of the State.

24. - the Crown is hereditary, nevertheless the King can abdicate in or naming heir to any Riboaltense citizen. If the new King to the previous real family did not belong, the new King will have Crown. Peró the Real Council decidira if it has no type of territorial right on the Kingdom of Riboalte, unless the King also left aside from the crown the right to the territory of the Kingdom.

25. - consorte real will also have Real title and will exert the real functions in absence of the holder of the Kingdom or by displacement, death or incapacity. The Royal Consort can be both the Royal Heir (King or Queen if it so chooses).

26. - the incapacity of the holder of the Kingdom will the future have to be decided by the Corts of the Kingdom in agreement with the requirements established in Regulation of the Corts of the Kingdom.

27. - The Real Heir designated [ 3 ] will show the title of Duke of Portaspana and Lord of Isábena. And will the treatment of Highness Serene (H.S).

28. - If the successor of the holder of the Kingdom were minor his familiar tutors are the designated ones for the Regency until most of age of the holder of the Kingdom. Of not existing tutorial relatives these will be designated by Real Cortes.

29. - Between the functions of the King, added to whom they can settle down in other laws are:
a) To publish the laws
b) Presidir the meetings of Real Cortes in which it will have quality vote
c) Nombrar and to separate the members of the Government
d) Ejercer the high representation of the Kingdom of Riboalte in the institutions internments
e) To summon all type of votings
 

TITLE FIFTH
Of Real Cortes

30. - the Real Cuts (to which from now on we will denominate Parliament) have (aside from which it assigns a future regulation to them) the following functions:
a) To elaborate the Projects of Law
b) Tomar the opportune measures for the defense from the values and objectives of the Kingdom of Riboalte
c) Ratificar the decrees of the King
d) Aportar the necessary information to the citizens in those cases that are not competition of the Real House
e) Declaration of non-pleasing people
f) Declaration of incapacity of the holder of the Kingdom by mental disease or extreme age
g) Designar to the tutors of the King in the case established in the Title Fourth

31. - the Parliament will have a President, a Vice-president and the number of parliamentarians who the necessities of the Kingdom and the King determination. The parliamentarians will be the noble of the Kingdom of Riboalte to that the King grants such privilege.

32. - the President of the Parliament is the King.

33. - the Vice-president will be chosen by the elect members of the Parliament by majority of two thirds. The King will not be able to participate in this voting.

34. - In absence of the President the Vice-president will assume the functions of the presidency of the Parliament.

35. - Each Parliamentarian will be able to make use of the word.

36. - the Parliament will celebrate at least one session every two years. In addition it will celebrate session all those times that the parliamentarians request it or whenever the occasion demands it.
 

TITLE SIXTH
Of the Government of the Kingdom of Riboalte

37. - The Government will be constituted by a President of the Government, prime minister of the Government and the number of Ministers who the necessities of the State determine at every moment.

38. - The King will show the position of President of the Government.

39. - prime minister of the Government will make the functions of the position in case of absence or incapacity of the President.

40. - The election of prime minister will be the responsibility of the King and the Government will propose to Real Cortes prime minister, previous good sight of the King.

41. - The titles of nobility of the country will be: Duke, Marquess, Count and Gentleman.

The title important month is the one of king or reigns, followed by the king or reigns consorte (if it exists), later the one of prince (if it exists), next I take, later Marquess, it follows Count to him and finally Sir.

 

TITLE SEVENTH
Of International Treaties

42. - While the International Treaties are not against to, or enter conflict with the established one in the present Constitution or with some of the laws of the Kingdom of Riboalte, the Minister of Outer Subjects will be the competent authority for the establishment and International Treaty approval.
