TREATY OF MUTUAL RECOGNITION BETWEEN THE KINGDOM OF RIBOALTE AND STRATHCLYDE

The High Contracting Parties:
STRATHCLYDE, represented by His Majesty Mark, King of Strathclyde
THE KINGDOM OF RIBOALTE, represented by His Majesty Joan II, King of Riboalte

Article 1.

By this Treaty, the High Contracting Parties establish among themselves diplomatic relations.

Article 2.

As a guarantee of basic human rights at the basic level, the High Contracting Parties shall secure to all and singular their citizens and to those visiting their respective websites the rights and freedoms defined in the Universal Declaration of Human Rights 1948 and in the European Convention for the Protection of Human Rights 1950 (pdf).

Article 3.

1. Strathclyde hereby recognises the Kingdom of Riboalte as a sovereign, independent and democratic state under, and in accordance with the laws and customs of, international law for all intents and purposes.

2. The Kingdom of Riboalte hereby recognises Strathclyde as a sovereign, independent and democratic state under, and in accordance with the laws and customs of, international law for all intents and purposes.
 
3. Strathclyde hereby affirms that it does not presently, and shall not at any time in future, exercise sovereignty over, or claim all or any part of, or extend her laws in whole or in part to, the territory of the Kingdom of Riboalte, or claim any Riboalte citizen as a Strathclyde citizen; likewise, the Kingdom of Riboalte hereby affirms that it does not presently, and shall not at any time in future, exercise sovereignty over, or claim all or any part of, or extend her laws in whole or in part to, the territory of Strathclyde, or claim any Strathclyde citizen as a Riboalte citizen.

Article 4.

The High Contracting Parties shall secure to their citizens free movement between their respective territories at all times:

   Provided that nothing in this Article confers-

   (a) Strathclyde citizenship or the right of abode in Strathclyde upon the citizens of the Kingdom of Riboalte; or

   (b) Riboalte citizenship or the right of abode in the Kingdom of Riboalte upon Strathclyde citizens.

Article 5.

1. Strathclyde, being a neutral state, shall not ally itself with the Kingdom of Riboalte but shall be free to take such measures as it shall deem expedient to maintain diplomatic relations between itself and the Kingdom of Riboalte, and shall take all measures within its power to protect and defend the citizens of the Kingdom of Riboalte who shall be within Strathclyde at any time during which the Kingdom of Riboalte shall be engaged in war or hostilities with any other State.

2. The Kingdom of Riboalte shall not ally itself with Strathclyde but shall be free to take such measures as it shall deem expedient to maintain diplomatic relations between itself and Strathclyde, and shall take all measures within its power to protect and defend Strathclyde citizens who shall be within the Kingdom of Riboalte at any time during which Strathclyde shall be engaged in war or hostilities with any other State.

3. Strathclyde hereby affirms that it will not attack or invade the Kingdom of Riboalte, or otherwise violate the territorial integrity or national sovereignty of the same, or harm the person or interests of any citizen of the same.

4. The Kingdom of Riboalte hereby affirms that it will not attack or invade Strathclyde, or otherwise violate the territorial integrity or national sovereignty of the same, or harm the person or interests of any citizen of the same.

Article 6.

No person shall suffer death for any offence.

Article 7.

1. A visa shall be required by any citizen of either of the High Contracting Parties for his travel between the same High Contracting Parties. Nevertheless, both High Contracting Parties shall not impose obstacles in front of a visa request by a citizen of the other High Contracting Party.

2. The High Contracting Parties shall hereby abolish all trade tariffs, all customs and excises, and all road tolls for the free movement of goods, or the travel of High Contracting Party citizens, crossing our borders.

Article 8.

Notwithstanding that citizenship is not conferred under any circumstances by this Treaty, it shall be lawful for the citizens of one High Contracting Party to travel to the other High Contracting Party to work there or reside there indefinitely.

Article 9.

1. The King of Riboalte, the Prime Minister of the Kingdom of Riboalte and the Government (or any member thereof) of the Kingdom of Riboalte shall enjoy full sovereign immunity whilst within the jurisdiction of Strathclyde, and shall be a diplomat for the purposes of the law of Strathclyde.

2. The Ambassador of the Kingdom of Riboalte, any member of his diplomatic staff, or any other diplomat of any rank of the Kingdom of Riboalte representing that Realm in Strathclyde shall enjoy full diplomatic immunity whilst within the jurisdiction of Strathclyde, and shall be a diplomat for the purposes of the law of Strathclyde.

3. His Majesty The King of Strathclyde, the Prime Minister of Strathclyde, and the Government (or any member thereof) of Strathclyde shall enjoy full sovereign immunity whilst within the jurisdiction of the Kingdom of Riboalte.

4. His Majesty's Ambassador, any member of his diplomatic staff, or any other diplomat of any rank of Strathclyde representing Strathclyde in the Kingdom of Riboalte shall enjoy full diplomatic immunity whilst within the jurisdiction of the Kingdom of Riboalte.

5. No-one shall be exempt by virtue of sovereign immunity or of diplomatic immunity from punishment for an offence of treason, of murder, of rape or of paedophilia if committed within the territory, and under the criminal law, of a High Contracting Party and nothing in this Article shall be so construed as to prevent such person from being liable to his own domestic laws on the matter in question.

6. In Strathclyde, the websites or any other virtual property which shall together constitute the Embassy of the Kingdom of Riboalte shall be deemed for the purposes of this Article to be part of the territory of the Kingdom of Riboalte and as such shall be treated as being under the sole jurisdiction of the Kingdom of Riboalte.  In the Kingdom of Riboalte, the websites or any other virtual property which shall together constitute the Embassy of Strathclyde shall be deemed for the purposes of this Article to be part of the territory of Strathclyde and as such shall be treated as being under the sole jurisdiction of Strathclyde.

7. The High Contracting Parties hereby declare their assent to the Vienna Convention on Diplomatic Relations 1961, and their affirmation to abide by all and sundry the provisions of the same.

Article 10.

1. Strathclyde hereby affirms and guarantees that she does not-
    (a) discriminate against any person or group of persons for any reason, including on grounds of ethnic or national origins, race, sexual orientation, age, sex, disability, religious belief or lack thereof, political opinions, or other like characteristics;
    (b) violate human rights as defined and determined by the Universal Declaration of Human Rights and the International Bill of Rights;
    (c) prohibit or restrict the right to freedom of religion;
    (d) favour or advocate the death penalty, or allow for the use of the death penalty under her domestic law for any reason; or
    (e) advocate terrorism for any reason.
 
2. The Kingdom of Riboalte hereby affirms and guarantees that she does not-

Article 11.

Upon the signing of this Treaty by His Majesty The King of Strathclyde and the Prime Minister of Strathclyde, by His Majesty The King of Riboalte and the Prime Minister of the Kingdom of Riboalte (if any), there shall be---

1. Established in Strathclyde an Embassy of the Kingdom of Riboalte:
